For 1984, the Oklahoma Outlaws territorial schools were Langston, Oklahoma, Oklahoma State, Tulsa, and Wichita State.

For 1985, the Arizona Outlaws territorial schools were Arizona, Arizona State, New Mexico, New Mexico State, Northern Arizona, and UNLV.
--
The standard player contract signed by a member of the Outlaws had four copies:  white, pink, blue and green.
--
The white copy was filed with the league's offices in New York City.
--
The pink copy was retained by the club that signed the player.
--
The blue copy was the one retained by the player for his records.
--
The green copy went to the USFL Players Association.
