A lottery was conducted among the six expansion franchises for 1984 to determine the order of selection in the 1984 USFL Draft.

The Gamblers consequently received the 5th selection in the draft's first round, which they traded to the Arizona Wranglers.

The Gamblers would be given a second first-round choice as part of the method used to stock the expansion teams, but Houston would trade this pick away as well, to the New Jersey Generals.

In all, the Gamblers would trade away seven draft choices during the first ten rounds of the 1984 draft.
