The six expansion teams for 1984 were granted two selections in each odd numbered round of the USFL draft.
The selections were slotted at the beginning and end of each round.
The Pittsburgh Maulers used the #1 overall selection to select RB Mike Rozier from Nebraska, the 1983 Heisman Trophy winner.
The Maulers would sign Rozier, but by 1985 the back would be in a Bulls uniform, a windfall from the Maulers folding after just one season in the league.
The Bulls were joined as USFL expansion teams by the Pittsburgh Maulers, Oklahoma Outlaws, Memphis Showboats, Houston Gamblers and San Antonio Gunslingers.
Of the six expansion teams, the Bulls were by far the greatest success financially, thanks in no small part to shrewd marketing and the rapid development of a rabid fan base.
