As part of the famed franchise swap between the Chicago Blitz and Arizona Wranglers following the 1983 season, the Blitz and Wranglers swapped positions in the 1984 USFL Draft for all rounds.

As with the 1983 team, the 1984 edition of the Blitz dealt away a number of its picks in the later rounds, including every selection it had after the 12th round.

The expansion Memphis Showboats received the greatest benefit of the Blitz draft strategy, receiving six of the Blitz selections from Rounds 13 through 19.
