WAIVER SYSTEM

The Waiver System, in qeneral terms, refers to the overall personnel procedures in dealing with player cuts, movement and disposition.

Beginning immediately and for the duration of the 1983 Regular Season, all waiver requests will be no recall unless otherwise specified, and all claims will be no withdrawal. Clubs names will be drawn by lot in order to effectuate the order of claims priority. Once the team with first claiming priority has been awarded a player or players, that team moves to the end of the list and team number two (2) moves to first, with every other team moving up a notch.

For Example:
(1) Chicago
(2) Arizona
(3) Denver
(4) Oakland
(5) Los Angeles
(6) New Jersey
(7) Boston
(8) Philadelphia
(9) Birmingham
(10) Michigan
(11) Tampa Bay
(12) Washington

If Chicago is awarded a player or players on waivers, Chicago moves from #1 to #12 and Arizona moves from #2 to #1, and the other clubs move up a notch.  If Boston is awarded a player, Boston moves from #7 to #12, and Philadelphia, Birmingham, Michigan Tampa Bay and Washington all move up one notch.  After all clubs shall have played four (4) games, claiming priority will be determined by won/loss percentage. In the event of ties, priority will be awarded by lot in the case of multiple claims.

Beginning immediately and continuing up to and including January 20, 1983, claiming period shall be seven (7) days.

Beginning January 21 and continuing for the duration of the 1983 Regular Season, claiming period shall be twenty-four (24) hours. All players placed on waivers will be waived for all years of their contracts.

No player may be awarded via waivers to a club on the day of or the day before the playing of a game. All players claimed and scheduled to be awarded via waivers at that time will be deferred until the next business day after the game has been played.

Any player contract awarded via waivers to another club containinq a provision of imposinq financial obligations on the claiming club that were not imposed on the waiving club will result in the waiving club bearing the ultimate financial responsibility for meeting such obligations.  Furthermore, if in the opinion of the Commissioner, a contract is altered, revised or superseded in order to discourage claims, the Commissioner may disapprove that contract and take whatever action he deems appropriate.

Players waived from an Inactive contract and claimed, may be awarded to a Club's inactive List.  Players waived from an Active contract and claimed may be awarded to a Club's Active or Inactive List.  If the club cannot negotiate an inactive agreement with player, he must be placed on the Active List or Waived.

CLAIMING PRICE
If a player is claimed by and awarded to a club, rhe club awarded the player via waivers, must: pay the waiving club S25.00 within ten (10} days after the award. This claiming price will not be in effect until January 1, 1983.

END OF SEASON WAIVERS
All players waived from 4:01 P.M. (EST) on the Tuesday prior to the final weekend of the season, will appear on the waiver notice immediately following the USFL Championship Game.
