PLAYER
LEAVING CAMP WITHOUT PERMISSION - RESERVE LEFT/SQUAD
If a player leaves his club without permission, the club must
notify the league Office of such occurrence by TWX within 24
hours. The club may then:
(a) Waive the player and designate him as "Left
Squad" or
(b) Trade player, or
(c) Continue to count player on the Active or
Developmental Squad, or
(d) Request a roster exemption from the Commissioner if a
player limit is in effect, or
(e) Place player on Reserve /Left Squad. This action
may not be taken until a minimum of seven (7) days have elapsed
since player left squad, or until player is notified by
certified or registered mail (return receipt requested) that if
he does not return (within the seven day period) , he would be
subject to fine or be ineligible because of competitive reasons
to return to his club, or to play in the USFL for the duration
of the season.
RESERVE - DID NOT REPORT
Pertains to a player under current contract to a club who
withholds his services by not reporting. Once player reports,
the club may request a roster exemption from the Commissioner.
The Commissioner will review the merits of each case. If a
roster exemption is granted, the player may not dress or
participate in a game unless he has been officially activated no
later than the last league business day preceding the game. If a
club dresses or uses the player in a game prior to the
expiration of granted exemption, the exemption will be lifted.
RESERVE - DID NOT SIGN
Pertains to a player whose p] ay ing rights are held by a club,
but has not signed a contract to play for that club. For
example, draft choices or any player that a USFL club holds
negotiating rights to, that has fulfilled his pro contractual
obligations (current free agent).
Roster exemptions may be granted by the Commissioner for the
above upon signing, under the procedures described under Reserve
- Did Not Report.
NATIONAL FOOTBALL LEAGUE OR CANADIAN FOOTBALL LEAGUE
National Football League or Canadian Football League veteran
free agent: will be treated as waived players and the current
1982 rights of these players will be carried over to 1983.
Voluntary retired players, after the start of training camp, who
are placed on Reserve-Retired, may be reactivated only by
requesting (no-recall) procedural waivers. All players in the
categories of Reserve/ Retired or Reserve/Did Not Report are
prohibited from being activated in. the last thirty (30) days of
the season.
