ANNUAL PLAYER
SELECTION
On the first Tuesday after the first Saturday in December 1982,
the clubs shall submit, in strictest confidence, their
territorial selections to the Commissioner. No team shall
be permitted to have any contact in any way with any player
whose team is scheduled to play in a January 1 game. The
strictest penalties will be imposed upon any club which violates
this rule. The
ensuing selection meeting shall be conducted on January 4, 1983.
DRAFT ORDER
Clubs will draw for the draft order for the upcoming 1983
Draft. For the 1984 and subsequent drafts, clubs will
draft in the reverse order of the final standings (e.g., clubs
with the poorest win-loss percentage during the season, will
draft first and club with the highest win-loss percentage will
draft last}, with the exception being that the winner of the
USFL Championship Game the prior year, will draft last and the
loser of the USFL Chanpionship Game will draft next-to-last,
regardless of their respective won-loss percentages during the
season.
In the event of ties involving the remaining ten (10) clubs,
they will be broken in the following order:
(1) Head to Head
Loser has drafting priority. In the case of multiple ties, the
club with the best won-loss tied percentage among the tied
segment, will draft last in that segment.
(2) Strength of Schedule
If ties still exist after procedure #1 is applied, such ties
will be broken by figuring the aggregate won-lost-tied
percentage of each involved clubs' season opponents and awarding
preferential selection order to the club which faced the
schedule of teams with the lowest aggregate won-lost-tied
percentage.
(3) Coin Toss
If after the procedures of #2 have been applied, ties still
exist, they shall be broken by a coin flip conducted by the
Commissioner. After two (2) team ties are broken, clubs
will alternate selection priority in each consecutive round of
the draft. After multiple ties are broken, clubs in the
same segment will alternate selection priority in each
consecutive round of the draft by having the first selecting
club drop to the bottom of the segment and each club moving up a
notch.
