MINOR LEAGUE
POLICIES
League Office will work with Minor Leagues in order to establish
a uniform policy throughout the USFL in the signing of Minor
League players Committee felt that one price, with no
escalations for making club, was desirable and that release
price should be consistent for all clubs.
COACHES
No person employed as a coach or in any other capacity by a club
will be eligible to play in that season unless he is signed to a
current USFL contract, and unless he is counted in the first and
in all succeeding player cutdowns.
Beginning with the first cutdown (February 7, 1983) and for the
remainder of the year, clubs must immediately report roster
changes and activities to the League Office.
Any contingency not covered by the personnel procedures
established will be dealt with by the Commissioner after a
review of the facts. The Commissioner's office shall have the
authority to take any and all final rulings either on a
retrospective or prospective basis.
ANY COACH'S SALARY PAID TO PLAYER WILL BE COUNTED IN THE TOTAL
INCOME TOWARD THE PLAYER'S SALARY.
STASHING
Anything of value paid to a player, directly or indirectly, not
under contract to a club, whether or not he participates in
practice sessions, shall constitute a competitive violation and
subject to disciplinary action.
PROHIBITED
INDUCEMENTS
Anything of value paid to a player for beating a particular
opponent is prohibited. However, provisions in players'
contracts for winning a number of non-specific games is
allowable. An incentive for winning the Divisional Championship
or the Championship Game is acceptable, provided that the
incentive existed in the player's contract at the time it was
originally signed.
If a member club or any officer, shareholder, director, partner,
employee, agent or representative thereof, or any person holding
an interest in said club shall tamper, negotiate with, or make
an offer to a player under contract to, on the territorial list
of, on the draft list of, on the reserve allocation list of, or
on the protected list by any means of another member club, the
offending club in addition to being subject to all other
penalties provided in the Constitution shall lose a choice or
choices in the succeeding Selection Meeting. Additionally, if
the Commissioner decides such offense was intentional, the
Commissioner shall have the power to fine the offending club and
may award the offended club fifty percent (50%) of the amount of
the fine imposed by the Commissioner. In all such cases the
offended club must first certify in writing all the alleged
facts regarding the tampering charge to the Commissioner that
such an offense has been committed.
A franchise representative may communicate with a player or his
agent/attorney only if that player is allocated to that specific
franchise. If a player or his agent/attorney contact a
franchise and that player is not on the club's reserve
allocation list, the only permissible communication is to refer
that player to the appropriate team by giving the player or his
agent/attorney the name and phone number of the appropriate club
to give the player an opportunity to seek employment in the USFL.
It is impermissible to talk further to a player if he is not on
the club's reserve allocation list.
Representatives of clubs shall not induce any breach of contract
by improper communication with a player who is under valid
contract either during the final contract year or option year in
the NFL or CFL. Appropriate conversations may take place
provided there is no interference with valid contract.
Futher, it should be noted that any player who is retired or is
not playing currently in other professional leagues but is under
contract in that other league shall be considered under contract
and no representative from a franchise shall communicate in any
way with a player regarding employment in the USFL. If any
questions arise regarding the eligibility of any player to sign
in the USFL, the franchise must receive clearance from the
Commissioner's office prior to executing a contract with a
player in question. Each club shall have the burden of
investigating all facts surrounding a player's eligibility and
receiving clearance from the Commissioner's office.
